Craig Hirai is chief of affordable housing policy and strategy for Honolulu Department of Planning and Permitting. He will oversee Honolulu’s private activity bond and general excise tax exemption programs. Hirai will also lead the city’s affordable housing infrastructure working group. He previously was director of the state’s Department of Budget and Finance.
Rachel Randall will lead Wahiawā Center for Community Health’s in-house pharmacy. She is board-certified in advanced diabetes management and pharamacotherapy , and has a doctor of pharmacy degree from University of Hawai‘i at Hilo and a bachelor’s degree in food science and human nutrition from University of Hawai‘i at Mānoa.
Sheldon Kohatsu has been promoted from assistant superintendent to superintendent at Nordic PCL Construction Inc. He began his career at the company as a field engineer intern and was then hired as a full- time field engineer. He is currently working on Grand Wailea Resort’s renovation project on Maui.

Julie Greenly has joined American Red Cross, Pacific Islands Region as its new service to the armed forces director. She has nearly 20 years of emergency management experience and served in key state leadership positions through 19 presidentially declared disasters as part of the Hawai‘i Emergency Management Agency.
Ryan Kaipo Nobriga is chief financial officer at James Campbell Co. LLC. He has more than 20 years of experience in finance, information technology and operations management. He was most recently vice president of finance at Hawaiian Dredging Construction Co., while serving concurrently as vice president of Seamount Insurance.
Kiralee Ramos joins G70 design firm as a planner. She will oversee the compliance of local and federal regulations, help with project schedules and client meetings. Ramos holds a master’s degree in urban and regional planning and a bachelor’s degree in sociology from the University of Hawai‘i at Mānoa.
