 Public Notice: Third Five-Year Review
for Tripler Army Medical Center
The U.S. Department of the Army is initiating the Third Five-Year Review of the environmental remedy implemented at the Closed Landfill Site-02 (TAMC-02) at Tripler Army Medical Center, Oahu, Hawaii. The Closed Landfill Site-02 (TAMC-02) was used from approximately 1947 to 1974 and the Hawaii Department of Health currently provides regulatory oversight support concerning environmental cleanup measures.
Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, and the National Oil and Hazardous Substances Pollution Contingency Plan, more commonly called the National Contingency Plan or NCP. The purpose of a Five-Year Review is to evaluate the implementation and performance of a remedy in order to determine if the remedy is or will be protective of human health and the environment. Five-Year Reviews also identify issues discovered during the review, if any, and provide recommendations to address them. The Five-Year Review Report documents the methods used for the review, and the findings and conclusions based on a records review and a site inspection.
The Third Five-Year Review will evaluate the Closed Landfill Site-02 (TAMC-02). The 2008 Record of Decision for this site selected the presumptive remedy of containment, which includes the following components:
• Installation of a landfill cap,
• Lining of the stream channel,
• Long term groundwater and leachate monitoring program, and
• Institutional controls for maintenance of the landfill cap and stream channel.
Groundwater monitoring was discontinued in 2013 due to groundwater contaminant concentrations decreasing to below screening criteria. Groundwater at TAMC-02 cannot be used as a drinking water source as long as the waste material remains at the site.
The Tripler Army Medical Center Five-Year Review Report is scheduled for completion by September 18, 2023. Upon completion of the Third Five-Year Review Report, a public notice will be published to announce its availability for public review at:
