Members of the Northwest Indian Fisheries Commission visited Heeia Fishpond Feb. 27. The group serves 20 tribes and protects their hard-won subsistence fishing rights. Chairman Billy Franks Jr. inspired all the Paepae O Heeia folks. Now in his 80s, Uncle Billy spent his youth getting arrested 56 times. His only crime?
