Kaiser Permanente Hawai‘i has provid- ed a $300,000 grant to Partners in Care to help it end chronic homelessness among O‘ahu’s veterans.
Kaiser Permanente part- nered with Community Solu- tions in 2019. The goal was to provide $3 million over three years to support its Built for Zero initiative.
landlords and service provid- ers who work with homeless veterans to provide housing assistance for at least 95 veter- ans on O‘ahu.
“Veterans have served us all by fighting for our country and protecting our rights and freedoms. Yet veterans are more likely than non-veterans to be homeless. According to a study in 2014, 9.7% of the gen- eral population are veterans, but veterans make up 12.3% of the homeless population,” states David Tumilowicz, se- nior director, marketing and community health at Kaiser Permanente Hawai‘i.
“Built for Zero is Communi- ty Solutions’ national effort to end chronic and veteran home- lessness,” he adds. “The goal is to achieve a milestone known as functional zero — an ongo- ing state where homelessness is continually rare and brief. On O‘ahu, Partners in Care serves as the grantee to implement Built for Zero in Hawai‘i.”
“As of Oct. 11, there were 198 veterans eligible for vet- eran services,” states Laura Thielen, executive director for Partners in Care. “Of those, 91 are listed as experiencing chronic homelessness.”

According to Tumilowicz, “Kaiser Permanente’s mis- sion to improve the health of the communities we serve ex- tends beyond the doctor’s of- fice or hospital room. We are committed to addressing the social factors that affect health
outcomes in our communities, such as access to stable, secure, affordable housing. Mortality rates among people experienc- ing chronic homelessness are three to four times of that of the general population ...Without a safe, stable place to live, it is nearly impossible to maintain one’s health or sustain health improvements achieved in a medical setting.”
