Higa previously worked more than 13 years for state Rep. Sylvia Luke in the Legislature. He has a master’s degree in public administration from the University of Hawaii at Manoa.

Randy P. Perreira was announced by Hawaii Medical Service Association as the newest member of its community board of directors. Perreira is executive director of Hawaii Government Employees Association (HGEA), AFSCME Local 152, AFL-CIO. HGEA represents approximately 43,000 active and retired workers in state and county governments in Hawaii. Perreira began his career at HGEA in 1983. In addition, he serves as president of the Hawaii AFL-CIO.

He also has served as assistant director of operations at UH Cancer Center, director of academic computing at Chaminade University, and biology instructor at Honolulu Community College and Chaminade.

Christopher A. McNally, Ph.D. has joined Chaminade University as an associate professor of political economy. McNally will continue as a nonresident fellow at the East-West Center. His research focuses on comparative capitalisms, especially the nature and logic of China’s capitalist transition, and he is working on a book project that studies the implications of China’s capitalist re-emergence on the global order.
